Invitation for Prequalification of Consultants

Management Consulting Service for Jakarta Mass Rapid Transit System Project

Badan Perencanaan Pembangunan Daerah of Provincial Government of DKI Jakarta (BAPPEDA) intends to procure International Consultant for Management Consulting Service for Jakarta Mass Rapid Transit System Project financed by Japan International Cooperation Agency (JICA) Official Development Assistance (ODA) Loan No. IP-536.

1.       The Indonesian Government has received a loan from the Japan International Cooperation Agency (JICA) for Engineering Services of Mass Rapid Transit System Project, JICA ODA Loan No. IP-536.

2.       BAPPEDA serves as the Implementing Agency for the procurement of Management Consulting Services to assist PT Mass Rapid Transit Jakarta and Government Institutions to achieve the Efficient Operation of MRT which consists of efficient operation planning, business planning, financial planning, human resources development, continuous improvement strategy (PDCA/plan-do-check-action), institutional development, and legal advisory, for Jakarta Mass Rapid Transit System Project. The services of the consultant will be for the period of 25 (twenty five) months.

3.       Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the JICA ODA Loan Guidelines; and Special Terms for Economic Partnership (STEP) would be applied to the project. Therefore the applications are open only for Consultants that meet the following minimum qualification criteria:

1)       The  Eligibility Nationality of the Consultant(s) shall be the following:

a)       Japan in case of the prime consultant; and

b)       All countries in case of the sub-consultant (s)

2)       With regard to point 1) above, in case where the prime consultant is a joint venture, such joint venture will be eligible provided that the nationality of the lead partner is Japan, and the nationality of the other partners is Japan or Republic of Indonesia. The total share of work of the Japanese partners in the joint venture shall be more than 50% (fifty percent) of the contract amount (as stipulated in joint venture agreement).

3)       With regard to point 1) and 2) mentioned above,

a)       When consulting firms are employed, the prime consultant or, in case of a joint venture the lead partner and other partners regarded as the Japanese partners shall satisfy all of the following conditions:

·         A majority of the subscribed shares shall be held by Japanese nationals;

·         A majority of the full time directors shall be Japanese nationals; and

·         Such firms shall be incorporated and registered in Japan

b)       When consulting firms are employed, the partners except Japanese partners of  joint venture, shall satisfy all of the following conditions:

·         A majority of the subscribed shares shall be held by Japan or Republic of Indonesia;

·         A majority of the full time directors shall be Japan or Republic of Indonesia; and

·         Such firms shall be incorporated and registered in Japan or Republic of Indonesia

4)       With regard to point 1) b), the sub-consultant may be eligible for financing, if the total man months supplied account for less than 50% of the man month required for the consulting services.

5)       The consulting firms, which is (are) “solely” or “jointly and severally” liable for entire performance under the contract; shall not be allowed to participate in more than one proposal in any capacity including sub-consulting or association.

6)       A consultant, if acting in the capacity of a sub-consultant or association, which is not liable for the entire performance under the contract, may participate in more than one proposal in that capacity.

7)       The joint venture members shall not be changed throughout the procurement and execution of the Management Consulting Services.

8)       The applicant, either single consultant or joint venture, shall have experience as management consultant in urban mass rapid transit system for the past 7 (seven) years. The experiences shall cover financial planning, business planning, organization planning, human resources planning, efficient operation planning, continuous improvement process (PDCA/plan-do-check-action), and legal advisory.

9)       The applicant shall have performed at least 1 (one) assignment in the minimum amount of JPY 200 millions (or equivalent) in the last 7 (seven) years. If the applicant is formed as Joint Venture, the prime consultant shall have performed at least 1 (one) assignment in the minimum amount of JPY 200 millions (or equivalent) in the last 7 (seven) years.

10)   Only Bidders who meet the minimum qualification criteria will be evaluated further.

5.      Prequalification documents must be delivered to the above mentioned location, before March 23, 2010 at 3 p.m. (local time). Any late documents will be rejected.

Any violations done by Consultant, which considered as fraud, are punishable by potential blacklisting from participation in future ODA Loan and Government-financed procurement.
